AND then there are the functionaries who are there to 'serve' them. However all expertise doses not exist within 'THE SYSTEM'. In fact most of the real expertise exists OUTSIDE THE SYSTEM given that the people with it are applying it 24/7 in places where they are NEEDED & WANTED
